Ukrainian Railways' EBRD-backed tender for gas engine power plants: CMS Summary

As reported in the May 7 edition of URN Daily, Ukrainian Railways is organizing a tender for the purchase of gas engine power plants as part of its plans, backed by the European Bank for Reconstruction and Development (EBRD), to build out distributed electricity generation.

The purchase will be carried out as part of the EBRD's €180 million sovereign guaranteed loan to Ukrainian Railways for the installation of up to 270 MW of small-scale gas-fired power generation capacity.

Scope of Supply:  Design, engineering, manufacture, fabrication, testing at manufacturer’s premises, delivery and unloading of the Containerized Supply of containerized Gas Engine Power Plants with individual electric generation capacity per each engine or unit from 1.8 MW to 3.5 MW at the Delivery Place as well as providing training and other Related Service in accordance with the Contract. It includes, but is not limited to, witnessing and supervision of any erection works, installation and commissioning undertaken by the Contractor (“Works Contractor” engaged under a different contract) to maintain the warranty obligations for Containerized Gas Engine Power Plant. The Supplier shall also provide the training to dedicated Purchaser’s Personnel and perform warranties obligation.

·        Lot #1 - Supply of containerized gas engine power plants (total electric output power of not less than 19.8 MW, Required generator voltage – 6.3 kV) and Related Services for Sites #1 (Lviv region);

·        Lot #2 - Supply of containerized gas engine power plants (total electric output power of not less than 69.3 MW) and Related Services for Sites #2,7,8 and10 (Dnipro region);

·        Lot #3 - Supply of containerized gas engine power plants (total electric output power of not less than 24.8 MW) and Related Services for Sites #3 and 12 (Kharkiv region);

·        Lot #4 - Supply of containerized gas engine power plants (total electric output power of not less than 39.6 MW) and Related Services for Site #4 (Odesa region), Site #6 (Kirovohrad region) and Site #13 (Cherkasy region); and

·        Lot #5 - Supply of containerized gas engine power plants (total electric output power of not less than 59.4 MW) and Related Services for Sites # 5,9 and 11 (Kyiv region).

Eligibility: legal entities, natural persons, joint venture consortiums, publicly owned entities (each may include subcontractors).  

Qualification: the bidders (and their subcontractors) will be required to provide evidence of prior experience, balance sheet data, financial resources available to the bidder, current commitments under other contracts, disclose historical non-performance or litigations under similar contracts,

Individual electric output power (continuous power) per engine: of 1800 kW to 3500 kW

Current frequency: 50Hz

Electrical efficiency, not less than: 44%

Delivery schedule of the Goods from the Commencement Date: 6 months

Fuel type: Natural gas (gas transportation system quality)

Year of Production: The gas engine power plants and related equipment shall be new and manufactured in 2024 or later. The use of any refurbished equipment is not allowed. The equipment, manufactured earlier than in 2024 shall be deemed as complying with this requirement if it has not been in operation and belongs to the latest model of the manufacturer (i.e., its technical characteristics do not differ from those manufactured by such manufacturer in 2024).

Technical Requirements: There are some specific functional requirements to the required Containerized Gas Engine Power Plants, as well as their Control System and system requirements.

Certification: The Goods have to be in accordance with the requirements of applicable EU standards (and EU certified), including certain environmental and noise level requirements specified in the RFP.

Tender Security: €100,000 - €450,000 depending on a particular Lot. The Tender Security shall be issued in the form of an unconditional and irrevocable demand guarantee in EUR or the equivalent amount in another freely convertible currency or in the Ukrainian hryvnia, determined at the official rate(s) of the Ukrainian Hryvnia against foreign currencies established by the National Bank of Ukraine as of the date of the tender security issue.
