Digital transparency could rival political risk insurance in attracting investment to Ukraine's ports, study argues

Ukraine's next competitive advantage in attracting private infrastructure investment may not be another financial guarantee, but greater digital transparency.

A recent study argues political risk insurance and first-loss guarantees should be paired with technologies that give investors a window into projects long after the financing is approved—from live digital replicas of ports that mirror operations in real time to AI that predicts equipment failures and blockchain systems that create tamper-resistant procurement records.

In a paper published in the latest edition of the Romanian Economic and Business Review, Eric Robins of Taras Shevchenko National University of Kyiv argues that digital tools allowing investors to monitor projects remotely, verify procurement and track infrastructure performance could become an important complement to traditional financial de-risking.
