Ukraine's labor shortage challenges a basic rule of business aid: create more jobs

Ukraine's labor shortage means business aid programs should shift away from promoting job creation and instead support productivity growth, according to new research by the country's Centre for Economic Strategy (CES).

Based on a survey of 556 small and medium-sized businesses and 10 in-depth company interviews, the study offers a series of recommendations for government and business-support programs on raising labor productivity.
