The Execution Problem

There’s never enough money, of course. But money is only the beginning.

A theme running through our reporting this week is that some of Ukraine’s hardest reconstruction problems go beyond finding money and good ideas. It’s about turning them into projects, businesses and reforms that can actually be delivered.

Defense startups have battlefield-tested technologies but struggle to build scalable businesses. Companies need to grow while finding it increasingly difficult to hire. And billions in international financing depend on reforms that still have to make their way through government and parliament.

Reconstruction is often seen as a financing problem. This week’s reporting is a reminder that execution may be the tricky part.
