Economy of Trust Ukraine startup to launch platform with Sweden's SWECO to strengthen decentralized industrial parks push

Economy of Trust Ukraine (EoTU), an early-stage startup platform working with Ukrainian municipalities and international technical partners, is preparing to launch a standardized industrial parks framework to support municipally initiated industrial and logistics projects structured through public-private partnerships (PPPs).

Speaking at a Feb 5 webinar, Founder Henry Shterenberg said the platform, developed in collaboration with Nordic engineering group SWECO, is expected to roll out in the coming months. The initiative is not a central-government program and does not involve national-level sponsorship or funding. Instead, it is designed to support Ukraine’s decentralization reforms by helping municipalities prepare industrial park projects in a format suitable for private investors and development finance institutions.

Decentralized PPP structure

Under the proposed approach, municipalities act as project initiators, contributing land through long-term lease arrangements, typically of up to 49 years. A dedicated special-purpose vehicle is established for each park to develop and manage the site, with infrastructure and buildings delivered in phases and financed by private partners and, potentially, co-financiers.

Each industrial park must be registered individually with Ukraine’s Ministry of Economy to access national tax and customs incentives. Participation in the EoTU platform does not confer automatic approvals or status at the national level.

EoTU does not deploy capital and is not a fund. It positions itself as a project preparation and coordination platform, supporting municipalities in early-stage structuring, technical planning and engagement with potential investors, lenders and development institutions.

Technical inputs and scope

At the Feb 5 online seminar, SWECO project manager Kari Nojd outlined industrial park master-planning and infrastructure design considerations relevant to municipal PPP projects. Other contributors focused on decentralized energy, water and waste systems intended to improve resilience and operating efficiency at the site level.

The framework is expected to cover a range of real-asset uses, including logistics facilities, light manufacturing and, over time, the redevelopment of existing industrial and brownfield sites initiated by local authorities.
