EBRD, EU provide €50 million emergency loan to bolster Kyiv's energy resilience

The European Bank for Reconstruction and Development (EBRD) has approved a €50 million emergency loan to help Kyiv maintain heating, electricity and other essential municipal services amid continued Russian attacks on the city's energy infrastructure.

The financing, backed by a 25% first-loss guarantee from the European Union under the Ukraine Investment Framework, is meant to address urgent liquidity needs at Kyiv's municipal utility, Kyivteploenergo (KTE), as the city prepares for the 2026-27 winter heating season, the EBRD said in a press release.
