Active fighting, widespread landmine contamination and wartime relaxation of environmental assessment procedures have disrupted Ukraine's environmental monitoring system, creating potential bottlenecks for reconstruction, according to a new report.
The report argues that rebuilding environmental oversight is a prerequisite for reconstruction. Without reliable environmental monitoring, reconstruction projects could face delays in permitting, environmental assessments and regulatory approvals, while exposing developers to legal and environmental liabilities, it says.
