The Council of Europe Development Bank (CEB) and Ukraine have signed a €50 million loan agreement to provide housing for Internally Displaced Persons (IDPs), the CEB said on Tuesday.
The new project will offer over 1,100 preferential mortgage loans to families of IDPs. The loans will feature a fixed interest rate of 3% and a repayment term of up to 30 years, the CEB said in a press release.
The program has already attracted strong interest, with more than 35,000 families currently on the waiting list, according to the statement.
This is the CEB's second loan aimed at supporting Ukraine's housing sector. The first loan, signed in 2024 for €100 million, funded housing certificates to compensate for destroyed residential properties. So far, more than 7,600 Ukrainians have received housing through this program. The CEB said it will continue backing the compensation scheme with an additional €100 million in approved financing.
Future cooperation between the CEB and Ukraine will include dedicated housing loan programs tailored to various groups affected by the war, including war veterans, the lender stated.
Since Ukraine joined the CEB in June 2023, the bank has approved a total of over €500 million in loans to support the country's recovery and social development.
