Foreign investors could save time and possibly money by preparing factories, warehouses and other developments in Ukraine during the war, then building when security improves, according to Dmytro Omelchuk, Ukraine director of international engineering consultancy Delta.
“Right now, for foreign investors, this is a good time to secure the deal, to have the commitment from the government, to sign the investment deal, to secure the land plot as well,” Omelchuk told Ukraine Rebuild Newswire in an interview.
Acquiring or leasing land, securing technical conditions for utility connections, completing designs and obtaining permits can take six to 18 months. Omelchuk argues that investors could complete this preparatory work now, before a postwar surge in development increases competition for land and qualified professionals, while postponing the more expensive and hazardous construction phase.
